People I invite, or anyone with the link: who can read the page
People I invite means only the people on the page. One switch under that lets anyone with the link read the page — read, not add — and the link can't be guessed.

Every page starts there: you, and the people you invite.
Anyone with the link can read it
Under People I invite there is one switch: Anyone with the link can read it. Off, the page's address opens only for the people on it. On, it opens for anyone who has it — they can look, not add.
The everyday case: paste the one link in the family group chat, and everyone can read the page without signing up for anything. Adding to it still takes an invitation from you. The link ends in random letters so it can't be guessed, the page isn't listed anywhere, and search engines don't index it. Switch it off again whenever you like; the page goes back to its people.
The link you copy here is the page's own address. It is not the invitation link — that one lives under Invite, and it brings someone onto the page.
Reading is not contributing
Privacy decides who can read. Adding a memory always takes an invitation — or a request you accept — whatever the setting. See What an invitation does.
When you open a page up
Switching on Anyone with the link can read it shows you every memory first and lets you keep some for the people on the page only. See Reviewing who sees each memory.
What stays hidden regardless
The note to trusted people, sealed letters, members-only memories and anything a contributor has chosen to keep for the page's people are never shown to a visitor.
